Imperial Kitchen in Horley was rated 0 in August, and four more venues 1 or 2 over the summer. None was on the register when we first counted.
A Horley takeaway was given a food hygiene rating of 0, the lowest possible, after an inspection on 19 August. Imperial Kitchen, at 4 Central Parade on Massetts Road, is listed with that rating on the Food Standards Agency register. A 0 means “urgent improvement necessary”.
That rating was not on the register when we published our August roundup on 8 September. Nor were four other ratings of 1 or 2 given in July and August. They have appeared since.
The low ratings added since our last roundups
Ratings are set by Reigate and Banstead Borough Council’s food safety officers and published by the Food Standards Agency. The FSA scores three areas in points, where 0 is best and higher is worse.

Every one of the four rated 1 or 0 scored 20 or more for confidence in management, the category that covers a business’s food safety systems and records.
None of the five has published a right to reply on the register.
Also added for August: two ratings of 3, for Flames Grill on Roffey Close, Horley and Sheila’s Cafe on Lee Street, Horley, and two ratings of 4, for The Market Stores on Reigate High Street and Affordable Food And Wine on Horley High Street.
Why our earlier roundups missed them
We count the register about a week after each month ends. For July we counted 16 ratings, none below 4. The register now holds 21 ratings for July, including two 1s and a 2. For August we counted nine, all 5. It now holds 16, including a 0 and a 1.
In both months, the ratings that arrived late were mostly the low ones. We have added dated update notes to the July and August roundups. From now on we will recheck each month before reporting it as clean.
New top ratings in September
Twelve premises have been rated 5, “very good”, in September so far:

No rating below 5 dated September is on the register yet. Given the delays above, that may change.
What it means for you
- Check any venue on the FSA register before you order. Every rating links to its date.
- A business can appeal a rating within 21 days. It can also ask for a re-inspection once it has made improvements, and publish a right to reply on the register.
- A 0 or 1 does not mean a venue must close. Officers can take enforcement action, but the rating itself is a published score of what they found on the day.
- If you are worried about a food business, you can report a food problem to the FSA, which passes it to the council.
