Surrey plans to shut Three Arch Road from the A23 to the East Surrey Hospital roundabout for six days from 12 October, on a diversion through 13 named roads.
Surrey County Council plans to close Three Arch Road, Redhill for six days from Monday 12 October, on the stretch that carries traffic from the A23 to East Surrey Hospital’s roundabout. The order was published on 17 September and the county describes the reason as “major maintenance works” of its own.
The notice is a proposal, not yet a made order. Surrey says it “propose to make” the Temporary Prohibition of Traffic Order, which would then run for 18 months with the works themselves expected to take six days from 12 October (Surrey County Council traffic notice of 17 September 2026).
Exactly what closes
The order would prohibit all traffic on the length of Three Arch Road that runs from its junction with the A23 Horley Road to its roundabout junction with Canada Avenue and Royal Earlswood Park.
That roundabout is the hospital’s front door. East Surrey Hospital’s address is Canada Avenue, Redhill RH1 5RH, and the trust’s own directions send drivers in “just off Three Arch Road” (Surrey and Sussex Healthcare NHS Trust). So the roundabout stays open. It is the approach to it from the A23 that would shut.
The order also sets out what stays:
- The closure is expected to be in force 24 hours a day for the six days, and only operates when the signs are up.
- Access for residents and emergency service vehicles is maintained “when and if it is safe to do so”.
- Pedestrians and dismounted cyclists keep access at all times.
- Any vehicle obstructing the works can be removed, after reasonable attempts to contact the owner.
The diversion runs through 13 named roads
Surrey has signed a long way round. The alternative route in the order is, in order: Three Arch Road, Masons Bridge Road, Axes Lane, Green Lane, Dayseys Hill, Rookery Hill, Chapel Road, Weatherhill Road, Smallfield Road, the B2036 Balcombe Road, then the A23 Balcombe Road, A23 Brighton Road, A23 Bonehurst Road, A23 Brighton Road and A23 Horley Road, or the same in reverse.
In plain terms, that takes you out east through the lanes and back to the hospital by way of the A23 through Horley and Salfords. It is not a quick detour, and much of it is single carriageway country lane.
Two things are not yet published. The hospital trust has posted nothing about the closure: its most recent road notice on its own site dates from December 2022. And Surrey’s temporary bus changes page carried no entry for Three Arch Road when we read it on 19 September. Metrobus service 430 runs between Merstham and Reigate via Redhill, East Surrey Hospital and Whitebushes, so any diversion of it would be worth watching for (Metrobus).
Station Road, Horley, the same week
The same notice carries a second borough closure for the same start date. Surrey proposes to close the entire length of Station Road, Horley from 12 October, for eight days, between 8am and 6pm, to let UK Power Networks put in a new service connection.
The signed alternative is Station Approach, Victoria Road and Balcombe Road. Emergency services and residents keep access over road plates, and pedestrians and dismounted cyclists are not affected.
Three closures for 28 September are now confirmed
A second notice published on 17 September moves three of the borough’s late-September closures from proposal to made order (Surrey County Council traffic notice of 17 September 2026):

Roundwood Way carries the harshest wording of the three. The order says access is kept for residents within the closure area, pedestrians and dismounted cyclists, but that “all other traffic, including residents and the emergency services will be required to use the signed diversion route”, which runs via Nork Way and Warren Road. Surrey says it is satisfied that restricting vehicular access to premises is justified under section 3(2) of the Act to avoid danger.
Meath Green Lane’s diversion uses Lodge Lane, the A23 Bonehurst Road, Balcombe Road and Brighton Road, and Horley Row. The order states that “no sole access will be affected”.
What it means for you
- If you drive to East Surrey Hospital from Horley, Salfords or Gatwick, plan for 12 to 17 October. Approach from the Redhill side instead, or allow extra time for the signed loop.
- Nothing is final yet. Three Arch Road, Station Road and Roundwood Way were proposals on 17 September. Watch for the made order before you rearrange anything.
- Appointments are the thing to check. The trust had published nothing on 19 September. If you have an October appointment, the hospital’s own travel page is where a change would appear.
- Waterhouse Lane and Meath Green Lane are now certain for 28 September. Kingswood loses its eastbound run to Alcocks Lane for a month.
